Do we penalise swinging arms that miss?

It's all very bizarre.

Do we penalise lifting tackles where blokes don't fall on their head?

Not sure it's comparable to a high tackle tbh. He definitely had him around the waist, lifted his legs and dropped. Just happened to not fall on his legs. Was more a hip drop than Butcher IMO (and not binned)

He didn’t land on the ankles or even make contact with the legs at all so what are you talking about?

He was directly on the back of Olakuatu's calf. It was just fortunate that Olakuatu was strong enough to stay standing in the tackle for long enough to pull his back leg across his body.

It was incredibly reckless, dangerous and should have been sin binned.

How about not swing your legs out and drop your entire body weight on their ankles?

If it was impossible to tackle someone from behind without it being a hip drop, we'd have been seeing them for the entire history of rugby league.

Exactly. Anyone who thinks swinging your legs off the ground and dumping your body weight on the back of the legs is spastic.
