Okay, thanks to Michael Carrayanis in today's Telegraph for explaining a change about a change to the NRL judiciary which was introduced at the start of the season, which looks like none of us here knew about.

This may explain why some of the players who've had 3 of more level 1 charges during this season may have avoided suspension.
