The reason Walker ended up in the in goal is because his legs kept pumping after he hit the ground. He advanced the ball and momentum did not carry him there.

Yea and the rule is the tackle is complete when the ball carrying arm hits the ground. If it's ok to promote it at the try line then it should be ok to pass off the ground as well
