The illegal part is committing a voluntary tackle. Basically, you need to make an effort to get up after diving on the ball if its reasonable to do so. The last couple of years it has been consistently ruled that if you dive on the ball, its a penalty. A few let go lately though.

I questioned the same rule last week or the week before.
That particular rule needs to be looked at because Annesley pretty much said at the start of the year that there isn’t voluntary tackles anymore and refs will call surrender. Of course he said that without addressing this particular rule so no one actually knows what the f**k is going on.
