So different punishment depending if it's a H&A or rep game. We are still playing the same game aren't we? While gameday crowds and TV numbers are up and there are positive vibes around the game, the officiating, judiciary, etc are a joke.

Correct. The NRL made these changes three years back here:

'Extra lifeline': Judiciary changes aimed at ensuring stars don't miss big games

Players will receive fines for all but the most serious offences in Origin but the judiciary changes aren't a green light for foul play.

It's a good change. Why should clubs be punished because the players grub it up in a game built on (and marketed on) players grubbing it up.
