I don't see why, when it was that clear cut and obvious, they can't just say forward pass in the bunker. It clearly wasn't skewed by camera angles or whatever their normal argument is as to why they can't rule on them. Their was no doubt.

Do you really want to give the bunker discretion to make those sort of decisions? They can't rule on black and white stuff half the time.
There is no possible world where I think the bunker is fit to make interpretive calls.
