It's called silhouette stance. He has to watch the border (which is about ten metres in front of him), but standing in the open would leave him completely exposed to gunfire. In this stance, he is mostly covered and can duck behind the wall to draw his weapon should he come under fire.

It does look funny, but when you're right on the border, you really feel the tension.
