England is possibly the one exception, they have had followings in their thousands head down to Australia & NZ for 2017 & 2008, as well as some of the old Tri-Series.

That's one plus France will have for 2025, they'll actually get a decent contingent of fans from England travel across.

Maybe France might be able to tap into the Australian & NZ backpacking communities in Europe to help for the Kangaroos & Kiwi games, as I don't see large contingents flying across from the SH.
