Being serious for a second, the goal in the OP (and Lampard's one too) is a great argument to use video technology. It would take less than 10 seconds to check and the right decision would be made. I can't see any reason why it shouldn't be used. It is f**king criminal that a goal as good as this did not count when it clearly should have.

The argument against is that this technology should be used at every game a competitive game is played. This means. When you go through the countries playing in the CL, Europa, Sth American Leagues etc you get some pretty poor teams and stadia and I doubt this technology would be able to be implemented there.
