Yep. The adjudication of the game is fundamentally flawed right here.
A try scoring play will be looked at. A captains challenge in the situation you described would allow such a significant lead up play to be reviewed.
It brings up an interesting situation though. I'm a fan of the captains challenger and think it works great in the NYC. Let's say inglis gets tackled 1m from the line. Gallen asks for the captains challenge. Morgan/Myles are deemed to not Knock on and it's play on. Qld have lost all advantage of the break. NSW have now set the line with everyone onside when it should have been a massive advantage to them.
Obviously no scenirio is perfect but that could ruin the entire game.
Gerard Sutton was immense for NSW. Needs to be there in Brisbane if they have any hope of snatching the series.

The thing that shits me about the referees is they pick and choose when they want to assert themselves by enforcing the offside rule.
Spend 10 mins at the start of the game and blow the f**king pea out of your whistle until they get the hint, and they'll stop doing it.
Don't wait until the 59th Minute to start giving penalties for offside... they've been doing it all night and will continue to do it because the refs are a bunch of spineless flogs.
