I also think pippen means we shouldn't be involved in naming their team, they finally have their own team, let's give them something they are themselves proud of... if its pirates, defenders, scorpions, etc then so be it
An animal will always be a good choice (it has personality while being a blank canvas)
humanoids are trickier. They can be spot on (Knights and Steelers in working-class cities, Raiders as the outsiders to Sydney, Cowboys for the rural culture) or they can be unrelated gimmicks (f*ck the Titans)

One issue we run into with hunamoids is when they cut a bit too close to home. For a country that is borderline failed state with some of the worst crime-rates in the world “pirates” or “rebels” (criminal, outsider the law) isnt a great angle. It is perfect for Sydney teams because it is a middle-class persons chance to pretend that they are an outlaw.
For PNG, I do believe this team will become a large part of the self image “what it means to be a PNG citizen”. Promoting the idea of “the PNG hero is the person who doesnt follow the rules” is an issue.
I don't know if your first point is true. I don't know if certain tribes in PNG assisting Aussie soldiers is important to the national identity of PNG. There's hundreds of different tribal groups in PNG and the country did seek and successfully gain independence from us.
Giving somebody a gift, but telling them what to do with it is not the best way to gain respect and trust. Probably the reason why condition related to China shouldn't have been part of deal either.
Actually, they asked to go from Territory to Statehood. Australia said no (it makes sense, give a few million people from an undeveloped area citizenship and they would all move to Sydney within a decade. No country can digest that without major social issues). But there is no bad blood before independence.
