Which outside back has been given permission to negotiate? Monas definitely hasnt and I didnt think Tahu had. If their last major signing is either of those players then Peter Peters statment would be pretty solid proof of tampering.

But if you go back to 1995-96 when the Roosters were building up after several years near the bottom, you'll find that signing solid forwards such as Hermanson, Iro, Lowrie, Gourley, Dunn, Phil Clarke, Duckworth, etc. was the major priority; just as much as the signing of Brad Fittler, which would have been pointless without the necessary artillery up front.
