I was just getting around to checking some of my Brownlow counts

Total player votes ought to equal games played * 6 ( or * 12 in 1976-77).
But for most years prior to 1978, I'm constantly getting discrepancies of 36 votes (or 72), exactly multiples of a six game round (as they were then).
Does anyone know why this might be happening? Votes weren't given in some rounds for some reason?
