Lesley Vainikolo and Logan Swann have been handed starting spots by coach Daniel Anderson, while Robbie Paul will start the game on the bench.
The Kangaroos have made four changes from the side which drew with Australia in the tournament opener in Auckland.
Cayless brothers Nathan and Jason start a Test together for the first time.
However, Bulls' Shontayne Hape misses out, despite a good season.
New Zealand must also do without second row Ali Lauitiiti.
The 25-year-old, who helped Leeds win the Super League Grand Final, has been given permission to visit relatives and will join the squad next week.
"It's something that was pre-arranged and we are happy to honour it," said team manager Gordon Gibbons.
