Point is money talks. For years our cycling program was pretty half arsed, our first Tour de France champion hadn't trained in Australia in something like a decade FFS.

England decided they were going to get very serious about this cycling lark, so they made a concerted effort to have the best set up in the world. A few years later and they've had a multiple world champion and multiple TDF classifications winners, and two TDF winners with five of the last six titles between them. Wiggins was their first ever in 2012 and since him they've only missed out when Froome crashed out of the tour in 2014.
