New WIN grandstand to get green light

As Dragons fans lick their wounds, we can reveal redesigned plans for a new western grandstand at WIN Stadium are on the verge of being approved by the NSW Cabinet.
Costing between $25-$30 million, the new grandstand option has been favourably received by the Government after a Treasury review rejected a grander $47 million plan which included a hotel and walkway to the Steelers Club, earlier this year.
Wollongong MP Noreen Hay has confirmed the less expensive option was "now in the hands of Cabinet".
"The original proposal was way beyond what the Government could afford, but this second option is excellent and one I think the Government could support," Ms Hay said.
Wollongong Sportsground Trust chairman Chris Christodoulou said the Government needed to move quickly on making a decision so the trust could meet "a whole lot of deadlines".
"The trust would ideally like to see a decision on this before Christmas in order to allow the go-ahead of the seven NRL games of the 2010 season as part of the agreement with the St George Illawarra Dragons," Mr Christodoulou said.
"We have been in consultation with the Dragons, but if a decision to go ahead is made after Christmas the trust can't plan with any certainty."
While neither Ms Hay or Mr Christodoulou would be drawn on the timing of a pre-Christmas decision, it is likely to mean the grandstand would be completed in less than two years and an official opening within the context of a March 2011 election campaign.
Under the revised plan, the new western grandstand would seat 6000 people, about 2000 less than the capacity proposed under the initial rejected proposal.
The plan would still include new corporate facilities - which will be offered for hire outside the rugby league season - and a number of commercial premises, and include a walkway linking the western grandstand to the northern grandstand.
It will be designed to allow future expansion of corporate facilities and additional seating that will physically link the western grandstand with the existing northern and southern stands.
"The idea of having corporate facilities available for hire by the public is a whole new concept and gives WIN Stadium an opportunity to be fully utilised," Mr Christodoulou said.
"The development has the support across the community and if the Government approves it, it will ensure we can deliver first-class sporting and entertainment to the region," he said. The trust submitted the second version after a "gateway review" report by Treasury rejected it but found there was a strong case for the old grandstand to be replaced.
"We believe what's been put forward will be seen by government as a more viable option."
He said the need for a new grandstand was growing increasingly urgent with the trust forced to spend around $1 million fixing and maintaining the old one over the past seven years.
"Both Noreen Hay and the Minister for the Illawarra David Campbell have given us great support with this proposal," he said.

Premier Nathan Rees today visited Wollongong’s WIN Stadium to announce a $28.9 million commitment to build a brand new Western Grandstand.
The Premier was joined by local MPs David Campbell and Noreen Hay, Sports Minister Kevin Greene, St George-Illawarra Dragons coach Wayne Bennet and CEO Peter Doust.
Mr Rees said that the Government’s investment in WIN Stadium would generate a wide range of benefits for the local economy.
“This is a fantastic boost to the Illawarra’s economy and will deliver an additional 640 direct and indirect full time jobs,” Mr Rees said.
“This massive investment will bring WIN Stadium up to a world-class standard and allow Wollongong to compete for a new range of national and international sporting and entertainment events.”
The 50 year old Grandstand will be replaced by a new two tiered stand with 6,170 new covered seats and increasing capacity at the ground by 3,758 to 23,150.
Mr Rees said that the old grandstand had clearly reached the end of its life.
“The new stand means significantly improved facilities for footy fans and players, as well as those who’ll be flocking to hire the stadium to stage big events,” Mr Rees said.
Wollongong MP Noreen Hay welcomed the investment in WIN Stadium and the local economy.
“This investment has been needed here for some time and I’m pleased to see the Premier has listened and taken action,” Ms Hay said.
“WIN Stadium will now become an international concert and entertainment facility.
“Events like Australia’s bid for the Soccer World cup as well as opportunities across retail, corporate hospitality and function and conferencing programs will all open up to us.”
The project is expected to take 3 years to complete, and will also see small refurbishment works on the Southern Stand.
Dragons CEO Peter Doust said the announcement to upgrade the Western Grandstand at WIN Stadium is great news and will go a long way to enhancing our confidence in the long-term future of the Dragons in the region.
“The Dragons have always been committed to playing rugby league in Wollongong, it is a key element in our overall strategic plan,” he said.
Since this is the crowd thread I just thought I'd add that 2009 had the highest aggregate season crowds with 3,084,481 with an average of 16,065 AND the most attended finals series in the game's history with a total of 351,488 with an average of 39,050.
This gives us a grand total of 3,435,929 (83,002 higher than the previous record in 1995) at an average of 17,094 (243 short of the record in 2005).
The 2009 Telstra Premiership has recorded the highest regular season attendance in the games history.
Tonights crowd of 35,112 for the match between Brisbane and Canberra took the overall attendance for Telstra Premiership matches this season to 3,081,849.
That mark surpassed the previous best of 3,061,338, set in the 20-team ARL competition in 1995. Earlier today attendances surpassed the previous NRL record of 3,024,149, set in 2007.
The 2009 Telstra Premiership will also record its second highest ever average attendance (16,051), after the 2005 season (16,466).
It is only the second time in the codes history that the regular season average has surpassed 16,000.
