They dont base rookie of the year on who scored the most tries... they pick the best or most influential player. Each position has different roles and being able to competently steer a team around is a lot more difficult then being a competent finisher.

As much as I'd love to agree,it's only fair that Taylor got the awards being for two points.The first was that for the most part,it was Moylan and others who did most of the steering the Penrith team around.And Taylor had a whole season behind him compared to Cleary who came in the 13th week.
