Developing nation tours

Why don't we see more tours made by developing nations for a string of games against domestic teams?

For example USA/Serbia/Italy/Ukraine versus League One teams or French clubs. Or Pacific Islands against NSW/QRL clubs?

Surely there would be a way to make them self-funding. And I would imagine they could be hugely beneficial to both the touring and local teams.

When the Tomahawks used to come to Australia it cost them a shit load and they got belted in every game against local club sides. I think they just decided it wasn't worth it. Its probably better to stick to internationals against similar teams like USA v Canada and Jamaica or Serbia v Russia and the like.
