"Rugby 13s" is absolutely horrible and shouldn't even be considered.

this will never change in france or italy.

I didn't come up with the idea - this is just what people call it already - the american commentators (in reference to rugby 15s versus rugby 7s), I have an english friend that calls it the "13s".

All your are proposing is that rugby league becomes an effective subsidiary of World Rugby. Because that is where the money will go. When a public body looks at rugby they won't have a clue there are multiple forms and seperate sports. They will just look at it as being one body. World Rugby are organised and quickly able to pitch to governments for money, they've been doing it for 20 years now. The RLIF will continue to struggle for scraps.
