If your BMI is between 25 and 30:
You are considered “Hefty” and should finds ways to lower your weight, through diet and exercise. You are at increased risk for a variety of illnesses at your present weight. You should lose weight by changing your diet and exercising more.

So whats the go if the weight is due to a large mass of muscle and not fat, because fat is lighter than muscle.

I've never been declared overweight, even when i was at my heaviest (94kgs)

My physio said then that I was healthy. I've since lost weight. So I dont see how I can be declared fat
