It was the suggestion by NRL, like bears & Perth..but yeah 5 doesn't go into 2 ( PNG seems certain ATM)..

Who says it's strictly 2 it could very well be 6
Then there would be a simple licence fee paid to all the clubs... like the boring old twat brain mentioned

Yep. Its like if you want to join a club, you have to pay to get in. Then, those funds improve the club as a whole.
