Whole new stadium is excessive. I’d encourage them to build a new stand at HBF, that’s all it needs.
HBF is in the same class as NIB, WIN and Mt Smart, good enough that it warrants continued upgrading rather than replacing.
Look like it just needs a new Western stand and dressing rooms

Its more the corporate facilities I would say.
The east stand is a beaut and needs nothing.
The south stand was designed to add a further 1500 seats and put a roof on at a later stage so be good to have more undercover seating given how stormy it can get in winter here (always during NRL games it seems!)
but the big one is the West stand. It really needs replacing with much better corporate suites and bars etc. Be good spot to build in a gold membership section with bar terrace etc like at commbank as well.
All of that leads to significantly more revenue and long term sustainability for an NRL club. Yes its ok as is, by no means the worse stadium in the NRL but it could and should be better. $120-150mill should do it. Chump change to our Govt.

HBF park is in a good location,Sunday car parking around it isn't bad, within walking to bars and restaurants and on train line so location wise it is great.

Got to agree with @Perth Red but think the government need to go further. The corporate facilities there are minimal and rubbish.

Compare those to Melbourne where from memory there are 10 x 18 person suites all along one touch line and a large lounge up to halfway along the other with more suites ending the half. Those suites are very, very desirable and a great asset to any 21st century commercially minded professional sports club.

Without contemporary corporate facilities, the NRL will be holding back the single main benefit that a Perth side brings which is new corporate partners.

Personally, I think it is a necessity and the NRL should play hardball like the AFL do.

14,000 mostly uncovered seats, almost no corporate facilities (not that they'd be selling too many boxes in Port Morsesby). It's basically Dolphin Stadium. We say it isn't up to snuff to host 12 NRL games per year, are we seriously going to say this place is?

Another reason why this whole idea is dumb as f**k.

Looks like an amazing spot for a ground with a stadium with plenty of potential for improvement. You could get that to 18-20000 with covered stands for a reasonable cost.

I don’t think covered stands are much of a requirement in Port Moresby. The climate is fairly dry due to the city’s location and ticket prices will inevitably have to be cheap- much better to spend any upgrade money on larger, uncovered stands, probably with terraced standing areas to get the maximum number of punters in at the lowest cost. Spend any extra on player/media facilities and ground security.

They mightn’t need them but it is another thing for people here to complain about.

Only dickheads here are the ignorant fans that think they're allowed to attack and belittle other sports because they think its superior. Might want to look at the bigger for once, might give you a sense of reality.
