How on earth have Labor been in power in Canberra for over the last 23 years and counting. It's one thing for a local seat to be safe. But for an entire territory?
This plus some other stuff-
So no, it's not a slap in the face at all, just the inevitable consequences of the decisions of the electorate, and there's little that can be done to change it because the electorate is dominated by people who move here for work and Uni, and don't give a flying f**k about the impact on the local community and culture.

People like Andrew Barr don't see Canberra as their home, they see it as a guinea pig for their ideology, and if it ever goes wrong they can always return home. It's sad really, but very few people have the power to fight back (for lack of a better term), and those that do refuse to do so.
The average response you get when you ask a person in the ACT why they won't vote Liberal (or any other centrist or conservative alternative) is for them to spit out "conservative" or "right wing" as a pejorative and some mealy-mouthed nonsense about religion and extremism.

They're partisan useful idiots who don't care about the consequences because it doesn't effect them. They know nothing about the policy or social impacts, and are incapable of explaining why they think the way they do. All they know is that the other guys are evil.

This might sound weird and unrelated, but, for good or bad, there is a tangible sense of change in the air since Trump was elected. People just don't seem as afraid to say what they really think or offend people as they were before. I doubt that'll it have a major impact on elections in Canberra, but there's something there.
