Harrigan publicly responded to criticisms levelled at his performance in last weekend's grand final qualifier bewteen the Roosters and Broncos with the Broncos on the receiving end of an 8-2 penalty count with their only penalties coming late in the game.
Harrigan was appointed to control this years Grand Final for a sixth consecutive time and nine overall, a record for any referee.
Annesley has publicly stated he was far from happy with Harrigans comments and does not want officials in the headlines in the leadup to the biggest game of the year.
"There were aspects of Bill's comments that I wasn't happy with," Annesley said.
"The additional reason why he is not speaking is because we don't want officials in the lead-up to the grand final making headlines.
"And we want him and the rest of his colleagues who have been appointed to concentrate on trying to get things right on Sunday night."
It remains to be seen if Harrigan will attempt to curb his egotistical ways and provide the fans with a performance that will best be remembered as game where the players decided the outcome, not the referee.
