The NRL (integrity unit) had to put that in brackets, has been going over this for 3 months, 3 months and still nothing, how long did they look at Manly, at what happened slap on wrist, thats right because at Manly had they fined Penn he walked, and club was gone, a club they want to keep.

But if they have been looking at record 3 months, it wouldnt be hard to say problem and you are hit with deduction, Parra was about that long when it happened

The problem with the salary cap is it encourages teams to cheat, its not fair to start, it favours 1 city teams, thats why Parra set up the system not to cheat as such but to play on same field Roosters/Broncs/Cowboys/Storm have.

Its a easy fix, but NRL wont do it, same as NFL players contracts are published, if player dosent like it, go to england and play, we can then see what is getting paid, and first time somelike C.Smith contract says $300k, the NRL would be forced to act
