Probably good to source a claim like that.
The Melbourne Storm have admitted to taking advantage of loophole regarding free interchanges, according to reports.

Munster was taken from the field in the Storm's big win over the Roosters but returned shortly after.

The star five-eighth was taken from the field and replaced by Nelson Asofa-Solomona, before coming back on moments later for Christian Welch.

He was off the field for less than 30 seconds. A team is allowed a free interchange if a player is "fouled and injured by a player who is dismissed from the field, sin binned or placed on report" and only applies "when the injured player is immediately replaced," according to the NRL's rulebook.

Roosters enforcer Victor Radley was sin-binned over the incident.

"Munster was a tactical one," Storm general manager Frank Ponissi told The Daily Telegraph.

"There was nothing wrong with him. He said Radley hardly got him.

"To be brutally honest we were surprised Radley was sin-binned."

The NRL will reportedly consider stricter rules for bringing players off the field for head injury assessments after a weekend of controversy.

"He passed his on-field test but we wanted to be doubly sure," Ponissi said.

"Our main doctor was in the dressing room doing an HIA with Ryan Papenhuyzen.

"Our second doctor checked the vision then sent Cameron straight back out."

There will be a crackdown now, there has to be.

A free interchange is quite significant with the game being as fast as it is now

Regarding the Holmes sub, from Annesly press conference

"The first is a rule that's been in our operational guidelines for probably the best part of a couple of decades. And that is about a free interchange if a player is injured as a result of foul play.

"So that means if a player is put on report, sin binned or sent off and the player who is the victim of that foul play comes off the field, they get a free interchange for that.

Once again LU has no f**king idea.

Come at me Roosters fans.

once again Storm are smarter than nrlhq

I find it funny PR how you always take the moral high ground over pokies and bag clubs for putting profit over members’ welfare. However, when it comes to win-at-all-cost clubs that have introduced nearly every damaging tackle that’s buggering the game, now abandoning their responsibilities of their own players’ well-being with cynical exploitation of HIA rules, you don’t seem to mind so much. In fact it merely presents itself as an opportunity to take a potshot at the game you pretend to love’s administration.
