So we're going to ignore the heartlands in preference to population centres, is that your plan? Illawarra has been tried before and couldn't stand alone, hence their merger. What's going to be different this time around? Three teams in Brisbane? Logan and Ipswich perhaps, or Redcliffe? Not that any of those are in Brisbane of course. Sunshine Coast? With its sprawl and lack of a venue?

Bugger it, let's just have the old NSWRL plus some SEQ teams.

I think 16 teams is a good balance, so like most others I've gone for that...and then later down the road with increased juniors and player numbers and whatnot it could possibly be expanded to 18 or 20 sides.

The inclusion of Darwin is probably a little optimistic...however there is an untapped sporting market up there, with no major sporting teams at all calling the place home. Not to mention the population is increasing substantially and (at least when I lived there for a short time) there was a decent level of support for league...But if that wasn't going to work I'd give NZ another side.

Okay here's another plan. 16 teams in townsville and let's just ignore nsw and SEQ.
The fact is that TV and advertising will pay for these people to play and the majority of the money for that comes from people in Sydney and Brisbane tuning in. Hence you have to go with population centres. Wouldn't it be better if people in Brisbane were tuning in to 3 or 4 games a week instead of 1? But just forget about that because up north in your magical fairy land money just falls off the mango trees in abundance and you don't need to worry about revenue because there will be oodles of talented north queenslanders lining up to play for free.
