Agree, good point.

The day to day domestic development could be performed by devolved national RLs (although I doubt there is any magic efficiency gain in development being conducted by a devolved body than by the RFL) while the GB team continues to play tests.

England could play Wales, Australia could play tour matches against Wales and Ireland, all while the Great Britain team continues to play home tests.
