The Bears were very unlucky to lose to Penrith. It was 22 all going into the final minute and a Panthers player dropped the ball in a hit up and the referee awarded a penalty to the Panthers when it should have been a scrum to the Bears. Penrith kicked the goal to win.
The referee lacked consistancy the whole match.
