SAM KASIANO'S likely Origin selection has sparked a scathing attack on rival NSW and Queensland coaches Ricky Stuart and Mal Meninga from leading New Zealand official Tony Kemp.


With Kasiano set to become the second Kiwi to switch allegiances so he can play in this year's Origin series, Kemp said something had to be done to stop Stuart and Meninga poaching players.


Despite having signed a letter of intent to play for New Zealand just two months ago, TheSun-Herald yesterday revealed the giant Canterbury prop was set to replace Dave Taylor for the Maroons in Origin III.


Kemp said he had spoken to Kasiano within the past two weeks and was aware that he had again been approached to make himself available for Queensland.


He said Meninga was still also pursuing North Queensland prop Jason Taumalolo and Canberra back-rower Josh Papalii, who, like Kasiano and NSW prop James Tamou, are eligible to play for both New Zealand and Australia.


''That doesn't seem to matter to NSW or Queensland,'' Kemp told the Herald. ''You have got Mal and Ricky running around thinking they want to win and they will do anything to win it.


''They think that because [NRL clubs] come over here and scour for talent to bring over there at a young age, that those kids are actually Australians when they are not.


''The kids are confused and Sam Kasiano is no different. We have spoken to Sam, but it is the same as James Tamou - he signed a letter of intent to play for his homeland, which is New Zealand, but NSW and Queensland are pretty attractive for kids.''


With NSW and Queensland players seeking $50,000 per Origin next season, Kemp said players with dual eligibility would find it harder to remain loyal to New Zealand.


Kasiano, who began playing league with Otahuhu Leopards in Auckland, moved to Brisbane with his family when he was 16 years old and is eligible for Queensland after playing for Norths Devils Colts in 2009. The Herald has been told 21-year-old Kasiano is likely to play for whichever representative team picks him first.


''When they are talking about $50,000 per game, it is getting really, really hard to compete with that,'' said Kemp, who is the NZRL high performance general manager.


''I have spoken to Sam about that stuff, but at the end of the day those kids make their decisions around more than just representing their country.


''James Tamou is a prime example. He's a Palmerston North Kiwi through and through, he's inked it all over his body and there he was singing the Australian national anthem [in the April 20 Test].


''NSW and Queensland don't care where they are from. If a kid plays in Queensland because an NRL clubs signs him and puts him in a junior infrastructure then he is a Queenslander. Please.


''But I suppose you have to ask the question what do Queensland kids coming up through the grades think about New Zealanders filling their spots. In the position I am in there is a fundamental error in that NSW and Queensland aren't picking their own.''


Maroons selector Des Morris admitted to knowing Kasiano had pledged his loyalty to New Zealand but said he was still being considered for Origin III.
''Mal spoke to him last year. I think he did play up here, he came from up here when he was younger so we were under the impression that he was [eligible],'' Morris told ABC Radio.


''I have since learnt that he had signed an agreement with New Zealand or something. [But] we would consider him as a Queenslander at this stage.''

It's getting to the point where NZ will have to start picking these guys in the test before they're ready.
I'm a QLD supporter, but, no, just no to this selection. Internationals need to remain strong.

This still hasn't happened, the "kiwis" that have played origin and for Australia moved here as kids, not for nrl teams. If kasiano switches, we open a whole new can of worms. It must not be allowed to happen!

They don't need their own origin...

The ARLC just need to stick a rule in there that states

to play for a state team you must be born in the same country where that state exists.

I think that makes sense...

Disagree. Nobody should doubt someone like petros passion for his state and country, why shouldn't he be allowed to represent them?

I cant see why playing Origin locks you into playing for Australia...why cant Sam, Tamou, Uate, Pedro, Mateo, Hayne still play for Fiji, Samoa, NZ?????

also, with the 'emerging orgin series' of youngsters does this mean Mal & Ricky will be approaching 16&17 year olds??

SOO is and must stay for Australian players only. To do otherwise will make it no more than an exhibition match. SOO is built on state rivalry and in particular for QLD who for so many years were beaten in an interstate serious by their own players who were with NSW clubs.

I was there on Wednesday and it was one of the most intense games I have been to. The NSW crowd were cheering every tackle at the end and this would not happen if you had Sam Burgess or others in the team.

In my view once you have played for one country you can not play for another. Uate should not be playing for NSW as he is from Fiji and played for them.

The rules have got to be made so that we protect the international game. Selections like Tamou and now maybe Sam can not happen in the future. I know some recent changes have been made to stop the Greg Inglis fiasco so maybe something similar could apply for these players.

Who applied the changes to stop the Inglis situation? The AUSTRALIAN Rugby League Commission? No offence, but whats in it for them to stop New Zealand or other Pacific Island nations getting pillaged? Its all in their favour.

Pretty hard to resist that sort of offer.

This is a backward step IMO. They should be using the Origin proceeds to shore up the international game, so that one day they can make just as much money from Test matches.

I'm in two minds about letting overseas-born-but-Australian-raised players play Origin.

How much stronger would Fiji be with the likes of Hayne, Uate, Petero and the Sims boys be playing in the team?

The only way for the minnows to grow is to get them playing more test matches, more regularly, with a mix of domestic and overseas-based players.

I don't think the league market is big enough in NZ or the UK to justify an Origin-like series (don't even talk about that Exiles rubbish).

NZ should be playing the UK while Origin is going on. Fiji should be playing PNG. And Tonga should be playing Samoa.

That gives the minnow nations more experience playing together, it brings enough games to fill a whole weekend (Fri night/Sat night double header, Sunday arvo/night)

It also matches teams of the same relative ability, which is necessary for development. Watching Australia thrash Samoa by 80 points isn't entertaining. Watching the Kiwis sneak home in a nailbiter against GB is.

Exactly! There needs to be a mid season rep break for ALL nations. It is not fair that only Australia gets to play rep games, it is time our admin started to think of the big picture!

Just reading this stuff about how tough a choice it is makes me sick. You're either eligible or you're not, there shouldn't be any choice in it.

This sort of thing will continue to hold the international game back. I also think that if we see more kiwis getting in it will make a mockery of the origin concept. It's going to be awesome listening to the post match interviews with the players talking in a kiwi accent.

This is bad for both forms of rep football.

What's more these two guys toured with the Kangaroos and have been on record about how passionate they are about their Kangaroo days, yet they are willing to help degrade the international game today.

I would say to blanket the NSW, OLD, ARL, NZRL, RLIF and any other FB and Twitter pages with the your views on how angry this makes you. I will.
