Oh I understand what is supposed to happen - I just get the feeling that 9 will find a way to screw it all up so it doesnt happen

They'll have some clause in the TV rights contract that allows them to pump in $1 billion, so they get to choose what, where and when and the NRL will just take it up the arse.

If the NRL fines 9 the money will end up coming out of the TV contract, or something along those lines, so the fines will end up being paid for by the NRL

I dont trust 9 at all.

Again, it doesn't matter what the contract says or where the NRL choose to take it. This isn't a discretionary thing, it's the law of the land. Compliance with the Broadcasting Services Act 1992 is a condition of Nine's license to operate a commercial television station and that would be enforced by the ACMA.
