Totally agree with both rule changes - but the key as always is consistency... I can just imagine them not pinging anyone for it, then at a crucial stage of a game, and out of nowhere, they'll nail one of their usual targets (Fifita, Maloney) for a semi-dodgy play the ball.
They’re not actually rule changes. It’s just more pre season small talk. They do the same every year and by Round 3 it all gets too hard for the refs to manage.
Probably announce soon that players have to stand, place the ball on the ground and then play it. They haven’t trotted that one out for a few years as it’s rife.
They can make any flaccid announcement they want about enforcement of rules but the players and coaches just rehash another old way to circumvent the “rules”.
Growing balls is the answer. 50 penalties a game for a while.
