Perez has washed his hands of league, sold his shares in Cornwall and bought a local semi pro soccer club.
Bradford have the population, the history and grassroots infrastructure already in place and while Toulouse would be a tougher nut to crack I think the returns would be better and I think any money invested within the club would go a lot further.
At the end of the day the SL is very stagnant and any push along from the NRL will be a blessing.
I think there’s a lot of latent support at many super league clubs and former super league clubs like Bradford who were once the biggest club in terms of crowd numbers.

The NRL could pad out some of it's teams with talented young British talent with the right coaching.
My understanding is he wants it all, while the RFL/Super League wanted him to promote events like the Magic weekend, Challenge cup and Grand Final.
Only sports that will make him money, but we will see.
