i'm not blaming ricky mate, the people who decided to pay people like daniel harrison a 300k contract need to be shot. it just happened at the same time as the dodgy TPA deals getting uncovered. fortunately we've rid everyone associated with that era and have corporate governance under the microscope

what we did imo is more like tanking. cheating to rebuild as opposed to cheating to dominate immediately

Well ignoring the fact that system would be thrown out of court in 2.3 seconds as an invasion of privacy, let's say for argument sakes they took on your idea.

How would you know if they have more bank accounts, onshore or offshore?

How would you know if they are paying someone else on a player's behalf?

How would you know they aren't just giving them cash?

Are you suggesting 24/7 surveillance of all players and officials?

At some point you just have to believe that the clubs are complying. The only legitimate alternative is no salary cap.

Out of interest, what evidence would you require to be convinced that the roosters, Brisbane or any other club is cap compliant?

Even if they announced exact salaries including TPAs complete with tax returns and notice of assessments, there would still be people claiming that there are payments made under the table or they are simply lying about the figures.

It is hard to prove you aren't doing something i.e. a 2nd set of books, paying players wives or any other number of ways to get around the cap which makes any transparency in this regard rather redundant.
Even if all the above board payments were made public knowledge there would still be money from under the table. For example the article shows it, there is nothing stopping Uncle Nick from betting say Boyd Cordner 100k that he can't sink that 5 cm putt.

The NRL could take control of all payments.
Have access to all bank accounts of all players.

They don’t like it ...then they can go do something else for a living.

The NRL would not be able to unilaterally do this as they are not the player's employers to start with, hence they would have no legal authority to do it. The NRL cannot unilaterally change employment arrangements.

Additionally, if it did come to pass like you propose, they would not have access to all the bank accounts of players, they would only have the account numbers which they are making payments to. My employer has my bank account details so they can EFT me my wage, but that certainly does not give them any access to my bank account at all.

It is not illegal to get paid in cash at all. If it is, I ask you to show me where it says this in any Act of the Commonwealth Parliament.

It is only illegal if they don't declare said payments for taxation purposes.

Parra were paying quite a few players at other clubs because Ricky sacked them while they were still contracted to Parra

You are advocating the NRL to have access to all players bank accounts. How is that not an invasion of privacy? I don't know of any employer anywhere in the world that has unfettered access to all its employers bank accounts. It is none of the NRLs business what a player does with their money which is information they would have access to under your ridiculous suggestion.

I know cash payments are illegal, that is my point. How would you know they aren't happening, even under your radical plan?

Exactly my point

It doesn't matter what is done or said, if you want to believe a club is cheating, you will. Using your example, how could Nick Politis prove that that isn't happening?

Did that with us too. Beats having deadwood stinking up your club. I’d be looking in the direction of who signed them in the first place.

Not at all

I simply asked one person what they would need to be convinced any given club isn't cheating and making off the book payments and as you have seen there are some out there ideas like controlling players bank accounts.

I'm ok with exact, agreed to salaries including TPAs being made public, just pointing out that people would still believe clubs were cheating if that's what they wanted to believe.

I didn’t say anything about what a player does with their money.
I didn’t mention unfettered access either.
I did suggest the NRL be in charge of the payments in a confidential capacity.
Therefore they’d need access to the accounts.

It is totally the NRL’s business as to where and how much a player gets paid to play though.

The whole 'restraint of trade' argument against banning TPAs is bullshit.
You get paid whatever your job pays, just like everybody else.

TPAs are players selling their "brand". Good luck stopping that. The moment it went to court the NRL would lose.
