Papers and NRL 360 covered it yesterday how Rooster get players below value. Not only higher chance of making finals but connections made off the field (uncle Nick, board members) for post football make it an attractive club.
Not an easy fix for us other not so attractive clubs.

Location plays into it too. Central Sydney club in the nice part of town. The young single blokes in particular will go for that, though clubs like the Panthers can conversely attract more family minded players because of the cheaper housing out west.
