I think the rules GAISF use

We must be playing in 40 countries

Observer countries don't count
So what is your answer?

Are you saying a sport is separate from another sport based on popularity or lack thereof?

Or are you saying a sport is separate from another sport based on corporate memberships?

Penalties england 6 Samoa 1
Six agains England 4 Samoa 0
Could easily have been double or triple that number. Every pen and 6-again would have been called by an NRL ref. And then some. Except the Samoans wouldn't have tried it on with an Aussie. This always happens with SH teams and Pommy refs. Tonga were the same last year.

BTW and FWIW, lest you think I'm parti pris. Re the aforementioned Ryan Hall "try". I don't believe those should ever be given. The player ought to have more control of the football, not just downward pressure from a pinkie.

I know its Wikipedia, but its page on the Laws of Rugby League, has a part detailing the changes in the rules since 1895 to present including what year they occurred. It covers both the UK and Australian leagues -

Northern Union was basically still rugby union for 12 years

Then after watching the 1905 all blacks play running rugby at a test match at Leeds the bosses of the northern union wanted to open up the game to be more entertaining

They then took two rules that had been discussed by the rfu and were rejected ie bring in a play the ball and move to 13 on field players

Voila

If it always happens with different opposition the common denominator is the refereeing.

Have you seen the game?
Yep. Watched it on demand on Monday night. Got through work on Monday without spoilers.

Felt to myself during the game that Samoa were getting the raw end of the stick from the referee. But perhaps it was just me. The commentary from those who I trust their opinion of Rugby League backed up my initial feeling without prompt.

Barry Gomersall would be proud of the bias on display in that game. Not the first time I’ve had this issue with Liam Moore either.

Heavily lopsided penalty and 6-again stats superficially give an impression that one team got "the raw end of the stick". Specifics are required to substantiate a conclusion of bias.

I thought in the first half Liam Moore let too many Samoan ruck infringements slide. Some of their unchecked offending was wilful and palpable. I'm a Pom though, which superficially gives an impression...

Home refs are always in an invidious position. Borrowing from the legal principle that justice must be done and seen to be done, we ought to have neutral officials for international RL.
