The development comes just a day after another rising star, Joseph Suaalii, was released from the final year of his South Sydney contract to join the Roosters.
Saab is seeking a club closer to home to spend more time with his family after struggling with the commute to Wollongong. The Red V had all but agreed to a release under previous coach Paul McGregor, but replacement Anthony Griffin was less keen to lose one of the NRL's most exciting outside backs.
Saab was a no-show when the Dragons returned to training last week, requiring time off to deal with personal issues. After the Dragons ruled out several proposed player swaps, the parties finally settled on a compensation fee that will allow Saab to link with Des Hasler at the Sea Eagles.
It has been a difficult period for Saab, a close friend of Manly forward Keith Titmuss,
who died after a Sea Eagles training on Monday.

"Rest in peace Keith, I can't believe you're really gone my brother," Saab posted on social media.
"Words can't describe the love I have for you. To carry on without you is difficult especially in a career we both chose to pursue.
"You were so deserving of your dreams and I promise to live them out for you. Love you KT."
The Dragons are awaiting the verdict in the rape trial of Jack de Belin, which will determine whether the star forward is free to resume his playing career. After hearing almost three weeks of evidence at the NSW District Court in Wollongong, Judge Andrew Haesler has encouraged the jury to take as much time as required to arrive at a unanimous verdict.
The decision will have huge implications for the Dragons' salary cap and roster management after de Belin indicated he would recommit to the Red V if a favourable outcome was delivered.
While Saab will join Manly, the Sea Eagles could lose Curtis Sironen as part of a player swap with Wests Tigers forward Luke Garner. Another Tiger, Josh Aloai, is also agitating for a release to join Manly. That is likely to be forthcoming, with the Tigers closing in on the signature of Brisbane forward Joe Ofahengaue.
The Warriors remain in the mix for the services of Brisbane forward Matt Lodge, who might not be the only Bronco on the move. The Cowboys could pounce should halfback Tom Deardon become available, a move that could result in Jake Clifford immediately moving to Newcastle.
That could prompt a chain reaction that may prompt off-contract Cowboy John Asiata ending up at Red Hill.
And Canterbury's raid on Penrith may not end with Matt Burton. The Bulldogs are also interested in underrated Panthers forward Spencer Leniu.
