Overseas player quota

Can clarify for me which of these players count for the overseas quota, and how some of the other players avoid the quota, eg how do they qualify for a EU passport?
Also, how many places are there per team on the overseas quota?
Also why do Samoans not count on the quota?

It's difficult to know who is on the quota these days.

The European Union labour market is open to Samoans and the citizens of any other country in the world which has signed an Association Agreement with the EU.

The test case was a handball player called Kolpak who appealed for the right to play in Germnay. The court agreed he should.

This decision will enable players from countries with EU Association Agreements to play in the EU, (including the UK), without restriction provided they obtain a work permit or are otherwise legally entitled to work in the EU. There are more than 100 countries that have such Association Agreements including South Africa and several of the Caribbean and Pacific Islands. The Rugby Football Union has now confirmed that players from certain non-EU countries may now be re-classified as “nonforeign players” on the basis that they are now entitled to European workers’ rights. Other sports governing bodies in the UK and EU are expected to follow suit.

It's a crazy world. ;-)

Foreign Players in the Bradford line up are:

Micheal Withers - On Quota
Brad Meyers - On Quota
Shontayne Hape - On Quote
Joe Vagana - Kolpak
Lesley Vainikolo - Kolpak
Robbie Paul - Resident (He came off quota when the rule was that if a player spent 5 years playing for a UK club he came off. That rule doesn't apply to new players but all those that came off quota stay off.)

The overseas quota is 3 in the UK.A number of islandser manage to get on due to the above rule.

At Huddersfield we will have:

Ben Roarty
Michael De Vere
Brad Drew

on quota,and

Chris Nero(Italian)
James Evans(Welsh)
Jim Gannon(residency)
Stanley Gene(residency + kolpak)

off it.

London have an exemption from the OS player quota, and therefore have more thatn 3 at a time. The same exemption will apply to French club Perpignan when they enter ESL in 2006.

How long is it going to run for, for London I mean.
I thought it dropped to about 5 this last season.

I'm not sure how Wigan have aranged their quota for next year.
for next year we've got Dallas (quota or GB passport), Vaealiki (Kolpak??), Seu Seu (Kolpak??), Davico (Italian grandparents??), Moran (quota)

Dunno about London, can't stay exempt forever...

For Wigan, Vaealiki and Seu Seu will be Kolpak exempt for sure. I hope "Freshy" Vaealiki has a good season, after being out injured most of this year. He's impressive when he's in form - rugged in attack and defence.

Best, Barnett and Smith left Hull at the end of the 2004 season.

Blacklock, Swain & Kearney are our 3 quota players.

Not sure about Eager but McMenemy & McNich have dual passports.

He was mentioned as a possible squad member but wanted to stay as an Aussie. He's still on quota at present. Depends if he marries over here and gets and EU passport.

Its unfortunate there are so many foreign players, when there are so many great english kids denied a go.

what are clubs like widnes and london thinking. they pick crap aussies too. Mcclinden is the only good one

Swann was a "proper New Zealander" not an islander so was on quota last year when he was at Bradford. Unless his or somebody else's circumstances have changed he should be on quota in 2005.

Graham Appo is from a Torres Straight Islander background if memory serves correctly, and so perhaps count under Kolpak ruling, and not quota?

As far as I am aware Swann is NOT counted as otherwise we could not have signed him. Appo was named as one of our Quota players last season.

Fair enough WG. Is there some "free agent" rule that might account for an OS player not counting to quota after x number of years playing in SL?

Love The Scream avatar too - I've felt that way many times watching games.
