There was definitely early talk of the ground being lowered. I'm around half way up on the top level so I can't be bothered looking back to find it

That may well be true. The ground being lowered.
It would however be dumb to think that the front row of the lower bowl would then be elevated above the pitch level.
It's not hard to do some research and see where the seats might be in relation to the pitch.
It took me two minutes to find the above sections of the proposed construction.

The playing field is sunk seven metres below ground level, and rising out of that is 30,000 seats at a 34-degree angle. That is the steepest in the world and more than Brisbane’s Suncorp Stadium, which is considered the best rectangular stadium in the country despite it being most often filled with Queenslanders.

Stadiums are just going to keep getting steeper i think.

Haven’t read linked article, but maybe they meant 7 meters below street and entry level not from front row.
