Honestly look how much NZ struggles to get players to Auckland. A PNG NRL team would not look too much different from the current PNG Hunters.
The team would primarily have to be made up of local, homegrown players with the better ones perpetually being snatched away by the more attractive NRL clubs (sounds a lot like my team the Tigers lol).
The only way that I could really see them being able to attract established players from abroad would be if the PNG Government were onboard and offered them some sort of tax incentives to come and "work" there. If they had the full salary cap to work with (and you'd imagine that they wouldn't be breaking the bank for their local players) it's not inconceivable that they could offer some pretty enticing contracts for players to at least consider. Throw in some tax benefits and you might be able to lure a few decent players over for a 2 year contract here and there.
I've had a few mates over the years who have worked in short stints (usually 1 or 2 year contracts) either in the mines or asylum seeker centres up there, it's a tough gig but the money was insane. After two years in the wilderness they were back with their mortgage practically paid off and were financially set up.
There are some pretty superb surf spots up there too
