Get rid of full arm penalties for all of the below

- Double Movement
- Pass off the ground
- Obstruction
- Escort

A simple turnover would be enough punishment for all of these. None should be able to lead to the opposition scoring 2 points (theoretical in case of double movement) or turning field position.

As we know they have gradually gotten rid of several things that use to be penalties against the attacking team such as moving off the spot of the tackle and passing off the ground or at least continuing on after tackle complete. The act of having to move back is enough of a penalty.
Adding the ones you have listed is a good idea.
I think an incorrect play the ball should just be a loss of ten mtres.
