The USA touring before their season worked great last year, and chucking in games against sides like Greece and Lebanon when they come this year is a top idea.
I think a lot of 'new' league playing countries would gain as much as the US did last season if they also took up the concept of the pre season tour of Australia. Russia and New Caledonia are both sides I think would gain heaps.
Bring a squad of 20 out for the sevens and a short tour, and try to finance the whole thing with money from the sevens plus the sale of merchandise. I know it wouldn't cover all costs, but it might mean players will get a good experience and a cheap holiday, which isn't as bad as a poke in the eye with a blunt stick, is it.
