So basically he’s prepared to represent Samoa if he isn’t good enough to be picked for Australia.
That’s be nice but I think the rules allow switching every year now.

I think he's committed to Samoa he's just saying that because he doesn't want the backlash Tino and Haas are getting at the moment. The club said he'll only go to Samoa if he misses selection for the kangaroos but he said it in person he doesn't know who he'll play for right now but he'll decide when that time comes which is basically what Haas said last week.
If the samoan team gets who they want it's going to be a cracker! It's also good to not see the aussies for once because they're always good every year. So all three games are gonna be close and I can't wait for it!
Samoa v Tonga should be a 3 match test series every year
It’s hard to defend the sport which I don’t with ridiculous rules like this.
