So I think the issue is not the cap but the salary formula.
Kicking and Goal Kicking effect things too much for players that these skills mean nothing for.
An example is below. 2 players with same position, same attack, def and temp but one is almost 50% more then the other due to have a 5 in K and GK vs 1s for the other guy. Neither player will get a benefit from these skills.

Neither will ever kick or goal kick so its wasted cap space for one team fo no benefit.
