We need a more complicated, more felxible and at the same time more rigid cap structure - similar to the American Basketball system!
My idea!
When a team/ player sign a contract they are bound to it, and the player is bound to the club.
If the cap was 3mill, it is called a 'soft-cap' because teams can exceed it in rare circumstances - I would see this as including 2 things: the ability to pay your local juniors at higher rates (promoting the development of the game), and a nominal amount - say 100K for teams to use to fill out their rosters
All teams would have to have a minimum of 12 players on their books, and a maximum of 30 - treat the lower grades as they currently are.
All player contracts would have to be copied and one copy stored at league HQ - that'd stop the rorts somewhat.
