With LPT, Flanagan said in pre-season that he would only play him when he's ready to handle the big hits that will come his way. He said when a kid the size of LPT debuts every NRL forward will be trying to dominate him, he'll receive a lot of attention and not in a good way. He'll have a target on his back. He has to make sure that LPT is ready for that otherwise it could set his development back. The only way to know for sure is an extended run in Cup.
Everything Flanagan said made sense to me and the way he's handled the introduction of the Couchman boys (playing them in trials last year then sending them back to Cup for a spell), Stewart and Egan has been very good. He won't play them because the fans think they're ready, or because the players or their families or agents think they're ready. He'll play them when he thinks they're ready. This tells me he's thinking long term for the welfare of the players and the club. It might piss off a few (Like the recent Latu rumours) but will be worth it in the long run.
