The NRL should play an annual NRL match in Tassie to help stimulate interest in the local comp once it's established.

Sounds great.
Any effort to establish a senior competion though should be supported with juniors as this will ultimately create a larger player pool as they progress through the grades and hence ensure leagues future.
I think the comp. should also be concentrated to either Hobart or Launceston initially to build awareness and save on funding.
