I have to say in this case I fully agree with Raper, at the beginning of the year the refs said they would be and were very serious on the dominant tackle rule and if it wasn't a dominant the defense needed to get off quickly.
The SOO came around and is given to the refs who blow the least penalties all of a sudden very very few penalties are blown for laying on the tackled player when a dominant tackle HASNT been called.
In almost all other codes rules are not changed during the season a few years ago the sharks were flying into the semis after something like 8 straight wins the week we are about to play the Chooks Gould writes up a column about how players dive at the feet to get a quick play the ball (which we were doing) they changed the rules and allowed the players to lay on the tackled player longer when they submit. Consequently we go on to lose the rest of our games and the Chooks win the premiership after looking decidedly average up until that point.
Now my point is that rules and interpretations should not be changed at all during the course of the season.
