It's Canberra who wants to go & live there? Like Penrith both places struggle to attract recruits so overs need to be spent to keep quality especially players in demand.

Chabal is past his prime as a Rugby player, and will struggle to adapt to playing in the NRL.

He's well into his 30s and has never played RL. I can't imagine an NRL club wanting him, even if he was cheap. Even if he was moving to Australia for personal reason you'd think he would play union if anything.
