it's not just missing players if they were busted it's more to do with potential penalties the NRL could give the club

eg: fines, Flanagan banned etc etc

Despite the denials, we can confirm the Bulldogs did approach Parramatta star Jarryd Hayne. To Hayne's credit, he showed there is still some loyalty in rugby league. He will be at the Eels for life.
